Mr. Mestressat has 9 years of progressive turn around & capital projects furnishing new construction services in petrochemical and refining facilities in the field of HSE Supervision and Management. Previous responsibilities included, provide technical oversight for the implementation of the Jacobs Health, Safety & Environment (HSE) program on field construction, maintenance and operations projects. Conduct various types of HSE training to project personnel. Participate in routine meetings to coordinate safety and health processes. Conduct routine field safety audits and provide technical expertise for identifying and resolving various issues involving personnel, equipment and processes. Prepare weekly and monthly HSE reports, analysis of leading indicators, and recommendations for corrective actions. Respond to routine HSE requests for information from Construction management and/or Operations management. Participate in development of health and safety planning activities, including the preparation of the project Hazard Assessment Safety Action Plan. Conduct routine risk assessments. Interpret subcontractor metrics and make recommendations for approvals. Mr. Mestressat also has 7 years of progressive turn around and capital projects experience in the Industrial Electrical Trade, as well as furnishing new construction services in petrochemical facilities and military installations. Previous responsibilities included, but are not limited to, material take off’s and purchasing, logistics (i.e.-tooling & equipment), estimating, planning and scheduling, cost control/tracking, quality assurance/quality control, transfer of care, custody and control of completed systems, compilation of turnover documentation and execution of project close out procedures. Representative assignments include:

·   Jacobs HSE Supervisor SABIC-IP Project CAP (EPCM), Ottawa, IL. (2015-Present): Report directly to Area HSE Manager, Project HSE Manager and Project Construction Manager. Estimated project value at $38 million with peak contractor project work force of 75. Ensure contract personnel comply with SABIC-IP HSE policies/procedures and OSHA 29 CFR 1926 and 1910 policies/procedures. The PBA process is a continuous operation to polymerize butyl acrylate. The resulting PBA is a raw material for Acrylic Styrene Acrylonitrile production. Project consists of removing/replacing the majority of the existing process equipment, associated pipe and instrumentation/control systems that make up the chemical prep and reaction and unit operations housed in the existing Resin A building.

 

·   Jacobs HSE Supervisor Midway Gold Pan Project, Eureka, NV. (2014-2015): Report directly to Regional HSE Manager and project Construction Manager. Project estimated value of $98 million with peak direct hire work force of 150. Provide technical oversight and implementation of Jacobs HSE procedures. Implementation and interpretation of MSHA 30 CFR 46/47/48/56/57/58/&62, OSHA 29 CFR 1926 and 1910 related to project. Prepare weekly HSE reports, conduct field safety audits, analysis of leading indicators, and recommendations for corrective actions.

 

·   Jacobs HSE Manager Martinez Projects Organization (MPO), Shell Martinez Refinery, Martinez, CA. (2014-2014): Responsibilities included, HSE management, mentoring and oversight of all continuous Jacobs direct hire employees and contract companies associated with numerous ongoing capital projects ranging from $5 million - $20 million. HSE management and support for turnaround activities associated with capital projects. Continuous direct hire presence of 60 employees, contractor continuous presence of 50 with peak of 150. Provide technical oversight and implementation of Shell HSE program with contract companies. Provide technical oversight for the implementation of the Jacobs Health, Safety & Environment (HSE) program. Interpretation of Cal OSHA, OSHA 29 CFR 1926 and 1910. Prepare weekly and monthly HSE reports, conduct office and field safety audits, analysis of leading indicators, and recommendations for corrective actions. Lead and facilitate incident investigation in compliance with Jacobs and Shell standards. Development of Hazard Assessment Safety Action Plans, Facility Siting Plan and project Hazard Analysis. Pre-qualify contract companies during bid process using PICS auditing system verifying contractor compliance with Shell HSE Standards. Review and approve selected contractors project specific Safe Work Plans. Facilitation of Beyond Zero/Goal Zero training for contractor personnel. ·   Jacobs Site HSE Manager CURE Project (EPCM Project), Chevron SLR, Salt Lake City, UT. (2011-2013): Responsibilities included, HSE management of all contract companies associated with $110 million Crude Unit Reliability & Efficiency project. Continuous contractor presence approximately 100 contractor employees with peak of 350. Prepare weekly and monthly HSE reports, conduct field safety audits, analysis of leading indicators, and recommendations for corrective actions. Respond to routine HSE requests for information from Contractor HSE and/or Operations Management. Development of Hazard Assessment Safety Action Plans, Facility Siting Plan and project Hazard Analysis. Provide technical oversight for the implementation of the Jacobs Health, Safety & Environment (HSE) program. Provide technical oversight and implementation of Chevron HSE program with contract companies. Interpretation of OSHA 29 CFR 1926 and 1910. Lead and facilitate incident investigation in compliance with Jacobs and Chevron standards. Review and approve selected contractors project specific Safe Work Plans. ·   Jacobs HSE Supervisor, BP/Jacobs Alliance, BP Refinery, Carson, CA. (2009-2011): Responsibilities include reporting directly to the site HSE Manager. Supervise on site safety technician staff. Provide HSE support to Jacobs project superintendents, supervisors, direct hire personnel and sub-contractor personnel on numerous capital projects and turnarounds at an estimated value of $300 million. Direct hire continuous presence of 125 employees with a peak of 300. Sub-contractor continuous presence of 200 with a peak of 500. Development of Hazard Assessment Safety Action Plans, Facility Siting Plan and project Hazard Analysis for each project. Conduct training for orientation, mobile equipment, confined space, LOTO, fall protection/prevention & etc. Offer HSE guidance and technical support to operation staff/workforce. Manage and conduct field safety audit program. Assist in Management of Behavior Based Safety program. Assist in permit process for confined space, excavations, electrical, and critical lifts. Lead incident investigations.

 

·   Jacobs Control of Work Coordinator, BP/Jacobs Alliance, BP Refinery, Carson, CA. (2009-2010): Responsibilities include the implementation and integration of BP’s Control of Work (CoW) Process. Instruct management and supervision on how to complete the WCC (Work Control Certificate) and JTPC (Job Task Planning Certificate). Schedule job walks with appropriate personnel. Use TRCT (Task Risk Category Table) to determine hazards associated with tasks pertaining to the job. Schedule Level 2 Risk Assessment meetings with appropriate personnel. File and control all work packages associated with CoW.

 

·   Jacobs Site HSE Manager, Heater Installation Project (EPCM), Paramount Petroleum, Paramount, CA. (2008-2009): Responsibilities included, HSE management of all contract companies associated with $30 million Heater Installation project.  Prepare weekly and monthly HSE reports, analysis of leading indicators, and recommendations for corrective actions. Mentor all contractor HSE, management and craft personnel. Development of Hazard Assessment Safety Action Plans, Facility Siting Plan and project Hazard Analysis. Provide technical oversight for the implementation of the Jacobs Health, Safety & Environment (HSE) program.
