·   Jacobs HSE Supervisor SABIC-IP Project CAP (EPCM), Ottawa, IL. (2015-Present): Report directly to Area HSE Manager, Project HSE Manager and Project Construction Manager. Estimated project value at $38 million with peak contractor project work force of 75. Ensure contract personnel comply with SABIC-IP HSE policies/procedures and OSHA 29 CFR 1926 and 1910 policies/procedures. The PBA process is a continuous operation to polymerize butyl acrylate. The resulting PBA is a raw material for Acrylic Styrene Acrylonitrile production. Project consists of removing/replacing the majority of the existing process equipment, associated pipe and instrumentation/control systems that make up the chemical prep and reaction and unit operations housed in the existing Resin A building.

 

·   Jacobs HSE Supervisor Midway Gold Pan Project, Eureka, NV. (2014-2015): Report directly to Regional HSE Manager and project Construction Manager. Project estimated value of $98 million with peak direct hire work force of 150. Provide technical oversight and implementation of Jacobs HSE procedures. Implementation and interpretation of MSHA 30 CFR 46/47/48/56/57/58/&62, OSHA 29 CFR 1926 and 1910 related to project. Prepare weekly HSE reports, conduct field safety audits, analysis of leading indicators, and recommendations for corrective actions.

 

·   Jacobs HSE Manager Martinez Projects Organization (MPO), Shell Martinez Refinery, Martinez, CA. (2014-2014): Responsibilities included, HSE management, mentoring and oversight of all continuous Jacobs direct hire employees and contract companies associated with numerous ongoing capital projects ranging from $5 million - $20 million. HSE management and support for turnaround activities associated with capital projects. Continuous direct hire presence of 60 employees, contractor continuous presence of 50 with peak of 150. Provide technical oversight and implementation of Shell HSE program with contract companies. Provide technical oversight for the implementation of the Jacobs Health, Safety & Environment (HSE) program. Interpretation of Cal OSHA, OSHA 29 CFR 1926 and 1910. Prepare weekly and monthly HSE reports, conduct office and field safety audits, analysis of leading indicators, and recommendations for corrective actions. Lead and facilitate incident investigation in compliance with Jacobs and Shell standards. Development of Hazard Assessment Safety Action Plans, Facility Siting Plan and project Hazard Analysis. Pre-qualify contract companies during bid process using PICS auditing system verifying contractor compliance with Shell HSE Standards. (2011-2013): Responsibilities included, HSE management of all contract companies associated with $110 million Crude Unit Reliability & Efficiency project. Continuous contractor presence approximately 100 contractor employees with peak of 350. Prepare weekly and monthly HSE reports, conduct field safety audits, analysis of leading indicators, and recommendations for corrective actions. Respond to routine HSE requests for information from Contractor HSE and/or Operations Management. Development of Hazard Assessment Safety Action Plans, Facility Siting Plan and project Hazard Analysis. Provide technical oversight for the implementation of the Jacobs Health, Safety & Environment (HSE) program. Provide technical oversight and implementation of Chevron HSE program with contract companies. Interpretation of OSHA 29 CFR 1926 and 1910. Direct hire continuous presence of 125 employees with a peak of 300. Sub-contractor continuous presence of 200 with a peak of 500.
